Ethics Commission sets disclosure requirements for NC lobbyists in Municipal Lobbying Ordinance

Posted on 08/12/22

Neighborhood Councils may receive written communications from lobbying entities on behalf of lobbying clients. Did you know that those communications must include a disclaimer?

The City's Municipal Lobbying Ordinance requires lobbying entities who deliver or send a written communication to Neighborhood Councils on behalf of a client to include a disclaimer on the communication. This applies to all written communications including, but not limited to, letters, faxes, electronic messages, and flyers.

Disclaimers must include the names of:

  • The lobbyist who prepared, delivered, or sent the communication;
  • The lobbying firm or lobbyist employer that employs the lobbyist; AND
  • The client on whose behalf the communication was prepared, delivered, or sent.

In addition, disclaimers must be printed clearly, legibly, and conspicuously in at least 8-point type and in a color or print that contrasts with the background.

The Ethics Commission provides information about registered lobbyists and lobbying clients on its Public Data Portal.
