Please find below a recap of everything Mayor Bass has been up to over the last few weeks. As always, thank you for your continued partnership and support.

 

Executive Directive #3: Mayor Karen Bass today issued Executive Directive 3 to maximize the use of City-owned property for temporary and permanent housing as she moves Los Angeles forward with an urgent and strategic approach to addressing the homelessness crisis. The Directive requires that the Mayor be provided within 20 days an inventory of unused and underutilized city property that could be used for temporary or permanent housing with on-site services; that a formal assessment of each site follow; that based on the assessment, the Mayor’s Office designates what type of housing should be built on which locations; that City departments prioritize temporary and permanent housing with on-site services and eliminate unnecessary reviews, paperwork and red tape. Multifamily Finance Super NOFA: Yesterday, Mayor Bass joined Business, Consumer Services and Housing Agency Secretary Lourdes Castro Ramírez to announce that the California Department of Housing and Community Development will award nearly $105 million - 15% of the total awards in the State - to 17 projects yielding 1,800 units in the City of Los Angeles.  

 

U.S. Interagency Council on Homelessness: This past Tuesday, Mayor Bass hosted USICH Executive Director Jeff Olivet and his team for a full day of tours and working meetings across the City to discuss housing and homelessness, substance abuse prevention, and the many ways that the federal government can support our local efforts to provide shelter for Angelenos. Together, they visited the LA Community Action Network, an Inside Safe location, the Asian American Drug Abuse Program, and the Hilda Solis Care Village.

 

HUD Continuum of Care Grant Funding: This week the U.S. Department of Housing and Urban Development (HUD) announced the first set of communities to receive grants and vouchers to address homelessness among people in unsheltered settings and in rural communities. As part of this program, the Los Angeles City and County Continuum of Care was awarded $60 million. The Mayor celebrated this announcement with County Board of Supervisors Chair Janice Hahn and HUD Region IX Administrator Jason Pu. More information can be found here.

 

 

Tenant Protections: The City Council adopted an ordinance Tuesday requiring landlords to pay relocation assistance to tenants in Los Angeles who move out following certain rent increases. Under the City ordinance, if a landlord increases rent by more than 10% or the Consumer Price Index plus 5%, the landlord must pay fair market rent for relocation assistance. The new tenant protections ordinance is expected to go into effect by the end of the month. 

 

Inside Safe: Over the past few weeks, Mayor Bass’ Inside Safe Initiative conducted four additional outreach programs, providing 116 more previously unhoused individuals with temporary housing and wraparound supportive services. They also began the process of offering permanent housing to Angelenos who were part of Inside Safe’s first two successful operations. Inside Safe has now helped 254 Angelenos move indoors and placed them on the path to permanent housing. 

 

Greater Los Angeles Homeless Count: In late January, Mayor Bass joined local elected officials and LAHSA leadership to kick off the 2023 Greater Los Angeles Homeless Count. Mayor Bass participated in the count in North Hollywood with Council President Paul Krekorian and in the Union Station Count with LA Metro CEO Stephanie Wiggins and Supervisor Hilda Solis.

 

 

U.S. Conference of Mayors: In late January, the Mayor traveled to Washington, D.C. for the Winter Meeting of the United States Conference of Mayors. In addition to meeting with her fellow mayors and addressing the Conference, Mayor Bass met with Secretaries Becerra, McDonough, and Mayorkas individually about the urgent ways that their departments can support her housing and homelessness work. Mayor Bass also spent a day at the White House with the President and his senior team during her trip.
