The comment period is coming to a close. The last day to comment on the State Route 710 North Draft Environmental Impact Report/Environmental Impact Statement (Draft EIR/EIS) is August 5, 2015.

The past months have been used by Metro and their consultants to complete their work on the Draft Environmental Impact Report/Environmental Impact Statement (DEIR/EIS).  While Metro has continued to convene its Technical Advisory Committee (TAC) and Stakeholder Outreach Advisory Council (SOAC) meetings, representatives from the Five Cities Alliance (La Cañada Flintridge, Pasadena, South Pasadena, Glendale and Sierra Madre) have been frustrated with the lack of information provided about the environmental study during this period.  During this time, there have been few opportunities for public involvement.  All of that is about to change.
The DEIR/EIS was originally scheduled to be released in the Spring of 2014.  Last April, Metro announced that the release would be delayed until February of this year – presumably sometime in the next two weeks.  In preparation, the Five Cities Alliance has hired consultants to conduct independent reviews of various components of the DEIR/EIS with each of the five cities responsible for one topic:  South Pasadena – Traffic; Sierra Madre – Air Quality; Pasadena – Legal and the California Environmental Quality Act; La Cañada Flintridge – Soils and Geology and Glendale – Safety and Security.  In addition, each city will submit its own comprehensive review of the DEIR/EIS.  In addition, the No 710 Action Committee is planning its own review of the document and has recruited volunteer experts and agencies to participate.
This is where you come in.  It is imperative that the public participate in the review of the DEIR/EIS.   We need an army of concerned citizens to review part(s) of the DEIR/EIS and submit written comments.   In order to help the public understand the process and be better prepared to participate, I am excited to announce that the City of La Cañada Flintridge will host a free workshop titled “Addressing the SR-710 North Draft EIR:  How to submit effective written comments.”  This workshop will take place on Saturday, February 28th from 10 a.m. until noon at City Hall (See the attached flyer).  The event will be facilitated by Delaine W. Shane, a professional with over thirty years of experience in the preparation and processing of environmental documents in both the public and private sectors.
Caltrans has announced that the public comment period will be 90 days.  We are working to have that extended to at least 120 days.  At this time, they have committed to only 2 public hearings.  Again, we are pushing to double that number.   This community is fortunate to have many scientists, engineers, attorneys, health science professionals and others with expertise in relevant fields.  We need your participation!  Please attend and learn how you can be an effective component of our effort to keep the SR-710 tunnels from being built in favor of more environmentally and fiscally responsible transportation solutions for our region.
